That is the rate set by congress for each copy
sold. Right now, it's 7.1 cents a copy. It's
more if the song is more than a certain length,
five and a half minutes I think. Sorry, can't
remember those details.

Sometimes publishers give the record company a deal, say
three quarters of of the compulsory royalties, say if it's
a budget album or if they agree to use several of the
publishers songs on the same album. This is known
as giving someone "a rate." Hope this helps.
